Who Cares? Scotland is Scotlands only national independent, representative organisation for care experienced people. We represent care experienced people through independent advocacy (up to 26 years of age); membership and influencing work.  Our vision is for care experienced people to feel equal to their non-care-experienced peers. A crucial part of our representative role comes from the voices of our Membership as well as the experiences of those we support through advocacy.

We are seeking a passionate and strategic leader to join our team as the Business Development Director. You will play a vital role in driving forwards Who Cares? Scotland’s vision by leading the development of strategic partnerships and securing key funding opportunities. As manager for the Fundraising and Partnerships Team, you will oversee grants, trusts, community fundraising, public tenders, and the setting of income targets. By forging strong relationships with corporate and external stakeholders, as well as overseeing our strategic affiliation with the John Lewis Partnership, your role will expand our public education, income generation, and business development aims. To interweave the organisation’s development of public education training programmes with our core fundraising mission, you will also manage our Creating Communities that Care team, who play a vital role in developing our external training offerings.

As an individual with a background of 5+ years in senior management, preferably in the non-profit sector, you have demonstrable experience in business development, fundraising, and grant writing. You possess a proven track record of successfully securing high-value grants and partnerships from diverse funding sources, leading on the development of strategic plans, and reaching key performance targets with accountability to diverse stakeholders. As a seasoned manager and mentor, you can also collaborate across organisations, fostering a culture of innovation and continuous improvement amongst your colleagues, our volunteers, and our partner organisations. The right candidate for this post will not only bear responsibility for leading core funding strategy, but also serve as a spokesperson for the organisation, representing its mission, values, and impact to external stakeholders. You are, therefore, committed to child rights and human rights, the successful implementation of The Promise, and the belief that young people can make transformative change happen in their lives if given the opportunity.

We have office locations in Glasgow, Edinburgh, Paisley, Bellshill, Kilmarnock, and Dundee. There is an expectation that the post holder will also have a regular presence within the National Office in Glasgow, but home working is offered as part of our commitment to flexible working. Given the remit of the role, some evening and weekend work will be necessary, to attend fundraising and member events, as well as Board Meetings.

As a project, Communities that Care works to create a world where Care Experienced children, young people, and adults are known, understood, welcomed, celebrated, and loved. The aim of the Communities that Care Team is to educate the public about the reality of care (as told to us by Care Experienced people), challenge stigma around care experience, and create the conditions for children, young people, and adults with care experience to thrive.

We are seeking a passionate and talented communicator to join our Communities that Care Team as a Development Officer. Working to shape, deliver, and evaluate our work in schools nationwide, with a particular focus in Renfrewshire, you will provide training and support to educational establishments and organisations. You will also deliver our Care Aware workforce training to employers and organisations and potentially the wider UK, helping to create conditions for Care Experienced people to thrive within the workplace.

As an individual with a background working with children and young people, you are adept at creating and delivering learning, teaching, and project plans, with experience providing dynamic training to a range of audiences. Confident writing reports and evidencing practice and impact, you have excellent interpersonal and communication skills, as well as the ability to develop strong professional relationships. Committed to child and human rights, working inclusively, and with the belief that young people can make transformative change in their lives, you understand how structural barriers, social oppression/liberation and intersectionality shape our world. With a deep knowledge and desire to learn about the issues affecting Care Experienced people, you are keen to help create meaningful positive change, challenge stigma, and to keep The Promise.

There is an expectation that the postholder will have a regular presence within the National Office in Glasgow and across Renfrewshire. Home working is offered as part of our commitment to flexible working and wider travel across Scotland will be necessary. Given the remit of the role, as well as the need from team members to contribute to our diverse calendar of exciting local and national participation groups, some evening and weekend work, including overnight stays, will be necessary.

The post holder will utilise and create opportunities for participation and belonging activities with Care Experienced people, whilst supporting a range of events and other local or national activities. Core belonging and participation activities will involve fun connection activities; issue-based and focus groups; and forums, and events, both one-off and longer term in duration. The role will involve working closely with organizational partners and other services to create new opportunities or develop existing ones.

Responsible for maximizing the networks through which Care Experienced young people can connect, develop, and grow as individuals, you will use a range of communications channels to promote belonging and participation activities to Care Experienced children and young people. By developing accessible and applicable youth work tools and activities, you will build upon your experience working with children and young people to create attractive offers locally that encourage Care Experienced people to join our membership.

In your capacity as a Development Officer, you will work closely with Who Cares? Scotland Volunteer Manager to ensure we are providing the best support available to volunteers serving our young people. Through collaboration with our Participation & Membership Manager, as well as our fundraising team, you will identify and attract local funding and fundraising opportunities to enhance our local offering to Care Experienced people. In doing so, you will develop and maintain good working relationships with relevant regional organisations (e.g. Local Authority, Third Sector, Public Sector Corporate Parents) and gain experience in awareness-raising and promotion. Providing reports in relation to participation, belonging, and the impact of your work, you will bolster the evidence base to support fundraising and awareness- raising opportunities, as well as to influence local policy initiatives, such as The Promise. These roles offer the opportunity to provide independent advocacy, children’s rights, and participation opportunities for children and young people who are looked after, Care Experienced, or subject to formal processes and structures. You will actively participate in child plan meetings, children’s hearings, and other formal processes, as well as assisting children and young people to prepare for them. In partnership with other professionals, carers, and organisations, you will help to achieve the best outcomes for children and young people by keeping detailed records of the work you undertake, writing liaison reports, and monitoring statistics.

As a vital part of the work of Who Cares? Scotland, these roles include facilitating group opportunities for and with children and young people across Shetland. This includes providing engagement and participation opportunities throughout the Who Cares? Scotland local and national network, as well as meeting with care experienced children and young people to introduce the service in agreement with the local authority. Raising awareness of Who Cares? Scotland and its services with children, young people, professionals, and carers you will also be responsible for facilitating training amongst corporate parents.

This unique role offers the opportunity to listen to and work directly with children and young people with experience of care, in an individual relationship-based advocacy role, and within participation and group activity across our South East region.

The post-holder will be a key member of the Advocacy and Participation team, supporting young people from across East Lothian to ensure their rights are upheld and their voices are heard. In this role you will have the opportunity to provide independent advocacy, children’s rights, and participation opportunities for children and young people who are looked after, Care Experienced, or subject to formal processes and structures. The role will see you actively participating in child’s plan meetings, children’s hearings, and other formal processes, as well as assisting children and young people to prepare for them. In partnership with professionals, carers, and organisations, you will help to achieve the best outcomes for children and young people by keeping detailed records of the work you undertake, writing liaison reports, and monitoring statistics.

As a vital part of the work of Who Cares? Scotland, your role will include facilitating group opportunities for and with children and young people within East Lothian. This includes providing engagement and participation opportunities throughout the Who Cares? Scotland local and national network, as well as meeting with care experienced children and young people to introduce the service in agreement with the local authority. Raising awareness of Who Cares? Scotland and its services with children, young people, professionals, and carers you will also be responsible for facilitating training amongst care corporate parents.

The Finance Manager is a key position within Who Cares? Scotland and will work closely with the Senior Management Team to ensure effective financial management of the organisation. Responsible for the preparation of monthly management accounts, journals, and forecasts, as well as year-end accounting process, the Finance Manager will also assist the Director of Finance with preparation of the annual budget.

Contributing to internal control procedures, you will regularly review financial policies and ensure that WC?S maintains a robust financial management framework. In addition, the Finance Manager will ensure that all financial records meet auditing, legal and tax requirements, implementing new systems or upgrades to systems where necessary.

The right candidate will be experienced in providing Senior Management and budget holders with timely and accurate financial information, as well as preparing reports, appraisals, and budget proposals for funding bids or new projects. You will have strong working knowledge of payroll process and maintaining asset registers, and you are confident reviewing reconciliation processes and undertaking adjustments.

With proven skill in closely and accurately monitoring funds, the Finance Manager will help to ensure that Who Cares? Scotland has sufficient funds to profitably operate, invest and grow. As a leader, you will supervise Finance staff to ensure the accuracy and quality of delegated duties, e.g., raising of sales invoices, payment of suppliers, collation and transfer of payroll information, and processing of expense, mileage, and credit card claims. You will also provide finance training support to budget holders to enable them to take responsibility for their own budgets, as well as maintain the organisation’s relationship with the Bank, external auditors, and the Finance and HR Committee team. The right candidate will therefore be capable of forming positive relationships with people of all ages and backgrounds, will have excellent interpersonal and communication skills, both written and verbal, and be adaptable to a wide range of contexts.

By developing accessible and applicable youth work tools and activities, you will build upon your experience working with children and young people to create attractive offers locally that encourage care experienced people to join our membership.

In your capacity as a Development Officer, you will work closely with Who Cares? Scotland Volunteer Manager to ensure we are providing the best support available to volunteers serving our young people. Through collaboration with our Advocacy and Participation Manager, you will identify and attract local funding and fundraising opportunities to enhance our local offering to care experienced people. This will include co-facilitating the Advocacy Community of Practice around CHS. Your role will also see you assist in responding to requests for data and evidence drawn from our bespoke database and help to write evidence and impact reports for a range of audiences.

Coordinating with our team to provide accessible training for staff, alongside supporting the collating and analysing of data to underpin our policy priorities, you will work collaboratively to carry out goals for data reclassification and cleaning. As Evidence & Impact Officer, your position will afford the opportunity to learn how to share impact data accessibly, whilst working in a team improving and expanding the organisations’ digital skills and systems.

We offer flexible working, and the role will involve communication and contact with Care Experienced people and colleagues across Who Cares? Scotland, including dedicated Volunteers. Ensuring funding for our Champions Board/ ‘Communities that Care’ projects, you will enhance our local offering to Care Experienced people, helping to support belonging and participation activities. These core activities include connection sessions; issue-based group work; creative based group work; collective advocacy and focus groups; as well as forums and events. Whilst doing so, you will develop and maintain good working relationships with relevant regional organisations across Edinburgh and East Lothian, gaining experience in awareness-raising and promotion. In post, your reports in relation to the impact of your work with the Champions Board and local communities will bolster the evidence base to influence local policy initiatives, such as The Promise. As a Volunteer Development Officer, you will have a key role within the national volunteer staff team. Helping to build and support a successful volunteer network, you will shape and deliver a volunteer programme across the organisation. To succeed in this role, you will have demonstrable experience of coordinating the work of volunteers including recruitment, selection, training, support, and retention. Confident in your ability to create positive and supportive relationships with volunteers, you will be passionate about working with others and independently, retaining diplomacy whilst collaborating in a dynamic environment and with those who may hold differing opinions. Assisting in developing relevant and high-quality training for volunteers, this role will also see you take responsibility for volunteer projects, social events, and presentations on the impact of volunteering for the organisation. This Development Officer post is central in facilitating East Lothian Champions Board and ‘Communities that Care’ activities for Care Experienced children and young people in our South East region. Responsible for maximizing the networks through which Care Experienced young people can connect and grow as individuals, you will help to develop schools work participation through the organisation of ‘Communities that Care’ activities. Whilst forming relationships with community groups and local partners, you will also lead the wider Champions Board team and line manage the Champions Board Participation Assistant. Building upon your experience working with children and young people, you will help to support them to engage with East Lothian Champions Board Meetings, as well as ‘Communities that Care’ activities. You will also aid team members in utilising their own youth work and/or community engagement skills, working collaboratively with organisational partners, Local Authorities, and other public services across East Lothian/Edinburgh.

As part of your Development Officer (Champions Board/Communities that Care) role you will collaborate with our Advocacy and Participation Manager to identify, attract, and monitor local funding and fundraising opportunities. Ensuring funding for our Champions Board/ ‘Communities that Care’ projects, you will enhance our local offering to Care Experienced people, helping to support belonging and participation activities. These core activities include connection sessions; issue-based group work; creative based group work; collective advocacy and focus groups; as well as forums and events. Whilst doing so, you will develop and maintain good working relationships with relevant regional organisations across Edinburgh and East Lothian, gaining experience in awareness-raising and promotion. In post, your reports in relation to the impact of your work with the Champions Board and local communities will bolster the evidence base to influence local policy initiatives, such as The Promise. The post will also allow you to work with other regional teams to develop their own ‘Communities that Care’ activity, and to collaborate with teams cross Who Cares? Scotland more widely, ensuring that our members are benefitting nationally from WC?S activities and programmes.

This role offers the opportunity to help ensure that the Champions Board and local community in the South East are environments where the voices, views, and experiences of Care Experienced children and young people are heard, and to bring about positive change. As an ambassador for Who Cares? Scotland, you will be joining the team at an exciting time, when the voice of those who are in or have experienced care is growing rapidly across Scotland - bringing with it insight, challenge, and hope.

The right candidate for this position will be able to form positive and compassionate relationships with children and young people and have good interpersonal skills, as well as experience in inter-agency and inter-disciplinary working. You feel confident communicating and leading, with a solution focussed attitude. As well as evidencing your work, you can prioritise and meet deadlines. You hold knowledge of the current structure, developments, policy, and practice in relation to children and young people experiencing care in Scotland. You are flexible, given the remit of the role, as some evening and weekend work will be necessary, along with a full driving licence and access to transport.

Leading cross-directorate project teams to deliver on key initiatives and securing contracted work in partnership with the private and charity sectors, the role will incorporate income-generation, as well as the delivery of a training programme with a private sector business.

As Project Manager, you will have a key role in engaging private sector businesses and public sector bodies with a consultancy offer, to help them become ‘care aware’ organisations and employers. Designing and developing a training and accreditation programme, the first of its kind in Scotland, you will also help to lead the scaling of our unique whole school approach. Our Communities that Care school work helps to create care aware learning environments where all pupils can thrive, and dedicated community engagement sessions across the nation. In this role, you will work with the Director of Fundraising & Communications to oversee the identification, development, and implementation of projects which help to support our public education ambitions.

As well as creating, promoting, and delivering training programmes which lead to tangible behavioural and cultural change within target organisations, this role will also see you promote understanding and inclusivity of Care Experienced people within organisations, including WC?S. Within the Project Manager role, you will head a project team to ensure that WC?S’ own internal workforce development activity includes targeted sessions on understanding care experience, in collaboration with the HR Manager. As the ‘face of’ Who Cares? Scotland’s public education activity, both internally and externally, you will promote a culture of excellence when communicating about care experience.

Engaging with national participation events, your collaboration with teams, members, and partner agencies will also ensure that the views of Care Experienced members shape our policy responses and campaigning. Helping to keep members and staff informed about relevant policy and practice developments, you will ultimately help to create implementable, aspirational recommendations for our influencing plans and practice.

The Policy & Public Affairs officer will have key contact with Care Experienced people and members, Corporate Parents and Public Bodies, as well as elected members in Local Authorities, the UK, and Scottish Parliaments. Your work will also see you liaise with academics, other third sector organisations, and public forums. When engaging with Who Cares? Scotland team, our members, volunteers, and contacts, you will share a commitment to child and human rights, working inclusively and with the belief that people can make transformative change happen in their lives if given the opportunity. As the right candidate for this role, you have demonstrable experience developing and implementing strategies for influencing social policy and legislation, as well as ensuring participation of lived experience in policy influencing. The post-holder will be a key member of the Advocacy and Participation team within the West Central team, supporting young people from across the region and wider Local Authorities, as well as in educational settings, to ensure their rights are upheld and their voices are heard. In this role you will have the opportunity to provide independent advocacy, children’s rights, and participation opportunities for children and young people who are looked after, Care Experienced or subject to formal processes and structures. The role will see you actively participating in child’s plan meetings, children’s hearings, and other formal processes, as well as assisting children and young people to prepare for them. In partnership with professionals, carers, and organisations, you will help to achieve the best outcomes for children and young people by keeping detailed records of the work you undertake, writing liaison reports, and monitoring statistics.

This Development Officer (Youth Work) post is central in facilitating and developing Participation and Belonging activities for Care Experienced children and young people in our North East region. The post is imperative in creating safe and inclusive environments for Care Experienced children and young people, where their voices, views and experiences are heard by senior leaders, helping to bring about positive change.

In this role you will utilise and create opportunities for participation and belonging activities with care experienced young people, whilst supporting PR, awareness-raising, events, and other projects. Core belonging and participation activities will involve fun connection sessions; issue-based group work; creative based group work; collective advocacy and focus groups; as well as forums and events. You will support volunteers and students on placement to utilise youth work and/or community engagement skills and work collaboratively with organisational partners, Local Authorities, and other public services to create new opportunities or develop existing ones.

Responsible for maximizing the networks through which care experienced young people can connect, develop, and grow as individuals, you will use a range of communications channels to promote belonging and participation activities to care experienced children and young people. By developing accessible and applicable youth work tools and activities, you will build upon your experience working with children and young people to create attractive offers locally that encourage care experienced people to join our membership.

In your capacity as a Development Officer, you will work closely with Who Cares? Scotland Volunteer Manager to ensure we are providing the best support available to volunteers serving our young people. Through collaboration with our Advocacy and Participation Manager, you will identify and attract local funding and fundraising opportunities to enhance our local offering to care experienced people. In doing so, you will develop and maintain good working relationships with relevant regional organisations (e.g., Local Authority, Third Sector, Public Sector Corporate Parents) and gain experience in awareness-raising and promotion. Providing reports in relation to participation, belonging, and the impact of your work, you will bolster the evidence base to support fundraising and awareness- raising opportunities, as well as to influence local policy initiatives, such as The Promise. As an ambassador for Who Cares? Scotland, you will be joining Who Cares? Scotland at an exciting time, when the voice of those who are in or have experienced care is growing rapidly across Scotland - bringing with it insight, challenge, hope and change.

The Fundraising Manager will work closely with the Senior Management Team to develop and implement strategies for income generation which contribute to the ongoing sustainability of the organisation and allow it to pursue its vision of a lifetime of equality, respect and love for Care Experienced people.

You will lead on all fundraising activity across a range of income streams including individual giving and high net worth donors; community fundraising; corporate partnerships, trusts and foundations, and events. You will be required to develop creative, compelling fundraising propositions for a range of audiences, supported by internal and external communications strategies. You will also engage audiences with bids and proposals, make successful presentations and pitches, and organise cultivation and stewardship events. You will carry out research and analysis to inform the development and implementation of a fundraising pipeline, for both project funding and unrestricted income.

As Who Cares? Scotland has recently secured a 12 month strategic partnership with a major UK retail chain, with significant potential for income generation and profile raising activity, the role of Fundraising Manager will be key to ensuring that the potential offered by this partnership is fully maximised, both in terms of income generation and reach, but also in leveraging additional opportunities through increased profile, and adding value to the work of Who Cares? Scotland.

The successful candidate will have experience of leading fundraising initiatives as well as bid-writing and/ or creating and delivering sales pitches that were successful to the value of over £100k per annum. They will also be able to demonstrate success as a fund-raiser, generating significant donation income of more than £100k p/a from income streams such as individual giving; corporate fundraising; community fundraising; events and trusts and foundations.

You will carry out research and analysis to inform the development and implementation of a fundraising pipeline, for both project funding and unrestricted income.

You will have experience of leading fundraising initiatives as well as bid-writing and/ or creating and delivering sales pitches that were successful to the value of over £100k per annum. You will also be able to demonstrate success as a fund-raiser, generating significant donation income of more than £300k p/a from income streams such as individual giving; corporate fundraising; community fundraising; events and trusts and foundations.

Purpose of the post

The post is focused on facilitating the participation and belonging of care-experienced children and young people from the region in the development of activities and will create an environment where the voices, views and experiences of care experienced children and young people are heard by senior leaders, helping to bring about positive change.

The post holder will utilise and create opportunities for participation and belonging activities and projects with care experienced young people - whilst supporting a range of PR, awareness-raising, events and other activities. Core belonging and participation activities will involve: fun connection and belonging activities, issue based group work; creative based group work; and focus groups, forums and events, both one-off and longer term in duration. The post holder will support volunteers and students on placement to utilise youth work and/or community engagement skills to undertake the role. It will involve working closely with organisational partners, different services within the Local Authority and other public services in order to create new opportunities or develop existing ones.

The Assistant Director of Independent Advocacy will support the Director of Advocacy and Participation to ensure the highest quality of independent advocacy nationally for Care Experienced people across Scotland. The postholder will work with regional APMs (Advocacy and Participation Managers) and national office support functions to ensure our workforce development, practice and standards are consistently applied across the country ensuring Who Cares? Scotland remains a sector leader in this field.

The post holder will be a strategic thinker and will work alongside the Influencing Team to ensure our advocacy evidence shapes our national influencing activity and that our advocacy teams are informed about policy developments. They will provide effective leadership ensuring their team is skilled and engaged and able to thrive in a culture which promotes equality and diversity; opportunities for Care Experienced people; and is trauma informed; whilst overseeing crucial work of The Promise and its commitment to independent and lifelong advocacy.

The post holder will support the Senior Management Team with organisational governance, financial control, risk management, and strategic and operational direction. Supporting and securing sustainment of funder relationships is an important and significant part of this role as you will be required to negotiate and secure funding from local and national officials, as well as local and national funders. You will be required to track and report on progress on this and support the strategic and operational oversight for financial planning, budgetary performance and the effective deployment of resources across your service areas, whilst working with a great deal of autonomy and responsibility.

The right candidate will have excellent interpersonal and communication skills, both written and verbal, and will have a proven record of managing budgets and performance targets, reporting internally and externally to other stakeholders such as local and national funding bodies.
