JOB PURPOSE, ROLE AND DUTIES

The Whole Family Equality Project started in 2022 and developed an ongoing approach to holistic working with families to address the impact of poverty and disadvantage. In Scotland, 38% of minority ethnic families live in poverty, compared to 24% in the population as a whole (Scottish Government, 2022).

Capital City Partnership has developed a change project which works with ethnic minority communities to address poverty and disadvantage and to bring about significant and measurable improvements led by these communities. We also want to produce evidence-based learning and a change management toolkit that can be replicated and expanded across our local and regional influence.

Community involvement is at the heart of this project and individuals’ voices and experiences are shaping how it develops. The project acknowledges that it is people who are experiencing disadvantage in our communities who have the power to identify those problems and develop solutions. We are therefore seeking someone for this manager post who is empathetic to the needs of this community and who can demonstrate the leadership and team management skills to empower effective and measurable change.

Working with our delivery partners (Children 1st and CHAI, LinkNet, Volunteering Matters and Passion4Fusion) we use a holistic whole family support model to deliver transformational change for ethnically minoritised families in Edinburgh, providing wraparound support that addresses family wellbeing needs, money worries and employability support simultaneously, to ensure each family has the capacity to move out of poverty, and achieve their goals and aspirations.

The main duties are as follows:

  • With the Deputy Chief Executive, further develop and modify the final year of the Whole Family Equality Project delivery plan with milestones and a clear timeline of achievement.
  • To develop and promote the core service offer for 120 BAME families to engage in a one-to-one support service, including links to other support from trusted wider networks for a rounded holistic offer that includes welfare advice, housing support, life skills coaching, social confidence, and progression towards volunteering, training, and sustainable employment with long term career aspirations.
  • Contract manage delivery partners’ funding agreements. Provide support and ensure good performance.
  • Oversee the evaluation of the project by an independent evaluator and contribute to the Robertson Trust’s evaluation of the Partners in Change programme.
  • Work with the Citizen’s Panel chair/s to develop the Citizen’s Panel to amplify expertise and lived experience to inform and oversee all aspects of the project.
  • Manage a small team of officers and develop and support their specialisms for the successful delivery of the project aligned to each funding element that makes up the portfolio of offers within the project.
  • Report to the project steering group and Local Employability Partnership using a suite of key performance indicators including increasing income and reducing poverty in ethnic minority households, closing the ethnic pay gap, increasing school attainment, and improving employment outcomes.
  • Explore innovative recruitment methods to support potential employees from the BAME community to link to employers and achieve better job outcomes.
  • Creation of a learning toolkit to capture and disseminate good practice and to promote this through a series of learning events.
  • Oversee budget expenditure of £300,000 per annum including all budget monitoring and tracking and reconciliations with support from CCP’s Finance Manager
  • To produce reports for a senior audience where required, and to meet the reporting requirements from funders.

Job Purpose

The Joined up for Joined Up for Advice Network Coordinator is a new position to support the development of a Joined Up for Advice (JUfA) network for better service design that is integrated, holistic, removes stigma, and leads to improved citizen engagements and referrals. It should enable earlier intervention and prevention, and ultimately improve household income and ability to move out of and/or prevent financial crisis.

To achieve this, we wish to recruit a Coordinator to support the following:

• Local Outcome Improvement Plan Priority 1: Enough Money to Live On - the post will support the main activity in this area, including a focus on the Affordable Credit Action Plan, and Money Counts training.

• Joined Up for Advice Steering Group – to provide the secretariat support for working with a JUFA Steering Group, establishing, and bringing together the core people to oversee the implementation of the Review and to consider recommendations.

• Joined Up for Advice Citizens Panel – to support a Citizens Panel with membership drawn from those with lived experience who will work directly to inform the Review recommendations on creating accessible and stigma free services. This area will also include further mapping and evaluation of services and looking at language and design for a future marketing strategy.

• Joined Up for Advice Forum – to support the refreshed development of the Advice Services Forum, with a renewed terms of reference and links to the Citizens Panel. This area will deliver a quarterly forum network with service partners, creating a place for unity, shared learning and good practice and effectively managing change and ensuring the client is placed at the centre of the conversation.

• Joined Up for Advice Charter – to support the creation of a Charter of Service Standards based on the Scottish National Standards for Information and Advice Providers supporting a refreshed approach to how services are delivered and made client centred to work together for the best outcome.

• Joined Up for Advice Bulletin – to create and disseminate a one voice professional update for the network, bringing partners together for the latest communications and encouraging a joined-up approach.

Longer term, this post will keep shared resources updated and support in the co-design/co-production of future activity including development of commissioning specifications.

The role will involve close working with our many grant recipients to ensure timely payments of a finance portfolio of circa £10,000,000 per annum. You will also be required to work with a number of our internal teams to give support with their financial tracking and budgeting and submitting claims to funders. The successful candidate will be expected to provide support to a consistently high and accurate standard.

The key tasks include:

  • Processing invoices authorised in accordance with company guidelines

  • Checking and processing of expenses, ensuring that payments are made in accordance with company guidelines.

The STEP Employment Advisor is responsible for working directly with a caseload of Ukrainian Refugee clients.   • Assisting in the organisation of meetings and events such as booking venues, liaising with guest speakers, attendees, issuing invites, collating presentations and welcoming guests.

Contract management

The successful candidate will be expected to provide support with monitoring funding agreements, including supervising project performance and supporting organisations with data collation and the development of evaluation materials. This will include applying knowledge and understanding of protected characteristics under the Equality Act 2010 to ensure that the programme has an equitable and inclusive approach. It will include developing a working knowledge of CCP’s Helix database and Power Bi tools and using these to compile and analyse reports. There will also be finance administration tasks including dealing with invoices and internal memos.

Network and partnerships

In this role, there is also an emphasis on maximising the potential of the UKSPF programme through facilitating partnership working and developing the UKSPF Edinburgh network. The successful candidate will help to create an online networking space and set of resources, and work to build positive relationships with the grant holders. They will also support the organisation and delivery of network events.

Reporting and communications

The role will also involve supporting the UKSPF Grants Manager with the compilation of quarterly reports where required and delivering updates and communications to key stakeholders and the wider public. Stakeholders include City of Edinburgh Council, the Edinburgh Partnership, local politicians and councillors, and the wider third sector.

The ideal candidate would have a broad skills base and the ability to blend skills to deliver maximum impact for the programme. There will also be the opportunity to play to strengths and to identify areas where the candidate would particularly like to develop their knowledge and skills.

JOB PURPOSE

The UK Shared Prosperity Fund (UKSPF) Grants Manager is a new position requiring a wide-ranging skillset to meet the contract management and partnership relationships remit we require to deliver a Programme Management Office for Edinburgh delivery of the UK Shared Prosperity Fund and Levelling Up Agenda. The programme will cover three main themes: Communities and Places; Local Business Support; and People and Skills. It will also connect to the nationwide Multiply programme.

The Grants Manager will report to UK government, City of Edinburgh Council and the Capital City Partnership Board regarding the performance and delivery of the programme of funding. They will also work with colleagues in Capital City Partnership, City of Edinburgh Council and the wider Job Strategy Partnership to ensure alignment and integration with other poverty alleviation, employment and community cohesion programmes.

We require a manager to oversee the over £9 million programme of delivery under UKSPF. The role will involve close working with the public, private and voluntary sector grant recipients. The successful candidate will be expected to provide monitoring, audit and tracking of all contracts and grants, identify opportunities for partnership working, and facilitate networking.

Other significant duties include supporting the development, design, and commissioning of service; developing service standards for delivery; co-ordinating a quarterly UKSPF Forum to support the programme; publicising the projects involved in the programme; working alongside the management information system and portals team for client tracking; and ensuring best value from spend in this area.

JOB PURPOSE

The Integrated Regional Employability and Skills (IRES) programme under the Edinburgh and South-East Scotland City Region Deal aims to tackle inequalities through supporting a growth programme over the long term. One aspect of this approach is the development of a new single management information system (MIS), Helix. Whilst the technical support for Helix is provided by the company behind the system, Hanlon, more user focused support is delivered by CCP, and it is for the support of this function that we wish to recruit a Business Information Support Officer.

The Helix system is currently used in the first roll out phase and used in Edinburgh and East Lothian by projects delivering employability support. Mid-Lothian and Scottish Borders are in the process of moving on. It will be fully used in South-East Scotland by 2025 for partners and projects funded predominately under No One Left Behind and UK Shared Prosperity resources. We now require an Officer to support the Business Intelligence Manager to oversee the Helix system and more importantly, support the caseworkers adding data and running reports on a daily basis. This support can be provided through a mixture of phone calls, emails, online meetings, and face to face support. The focus is that the data on the system is the most accurate and up to date it can be, and the service provided to the clients can be monitored from the database. To give some idea of the scale of the MIS, there are currently around 200 programmes recording their work on it and over 350 registered users. Questions that arise from caseworkers could for example include:

• Setting up new users on the system

• Questions about reports

• Clients that have been added to no programme or the wrong programme

• Clients that have been added but did not complete the correct paperwork and need removed

• New programmes and provisions that need set up or old programmes that need to be closed

• Activity status that needs changed

• Check and merge duplicate records

• Remove records that should no longer be retained as they are beyond the 7 year retention period.

Other significant duties include supporting the development of the system as it is rolled out into other areas of South East Scotland and beyond if required; delivering training to new system users; involvement in the discussions with users of the system through quarterly forums; supporting the Joined Up for Jobs website with content.

There is a Business Intelligence Manager to support this area of work. The successful candidate will also liaise with our employer engagement team to ensure the system is reflecting job opportunities.
