Our Campaigns and Policy Team is part of Shelter Scotland’s Communication and Policy function. It is responsible for developing policy positions and campaigns on housing and homelessness issues and engaging with partners, decision-makers and our supporters who are critical to the success of our campaigns. As well as formulating proposals for policy change and responding to Government policy initiatives, we work closely with Shelter Scotland services and other teams such as Marketing, Communications and Digital.

About the role

This is a high-profile policy role which will be championing and driving forward policy development, project management and stakeholder engagement, as well as overseeing the delivery of our policy, advocacy and engagement activity across Scotland. For example, during this fixed-term contract you will be instrumental in helping to deliver a significant Shelter Scotland housing campaign and you will also help create a high-profile and effective housing manifesto for the run up to the 2021 Scottish Parliament election.

You will liaise with our four community hubs and other advice and support services to monitor local policy issues emerging from our services. You will responding to local policy and political agendas and developing new policy ideas, campaigns and solutions at a national and local level. Creatively designing new policy, as well as writing and overseeing the development of high-quality think pieces, briefings, content for social media, videos, consultation responses and reports will also be part of your job. You will be line managing two Policy Advocacy Officers.

About you

You’re someone with proven housing policy experience who can hit the ground running. You have an excellent understanding of Scotland’s public policy scenes, including a detailed working knowledge of the Scottish Government, and knowledge of the Scottish Parliament and Committee processes would be useful too. You’re familiar with how public policy is made, influenced and shaped, and are great at evaluating and reporting on the subject. Producing high impact written and verbal policy communication to influence decision makers and persuade key stakeholders will be part of your skill set. You will have some experience of managing a small team and motivating them to produce work to a high standard to maximise the impact we have.
