The Eric Liddell Centre is a local care charity and community hub in the South West of Edinburgh delivering a range of services throughout the City. Founded in 1980 in memory of the 1924 Olympic 400m gold medallist, Eric Liddell. Our mission is to be at the heart of the community, enhancing health and wellbeing and improving people’s lives. The Eric Liddell Centre (ELC) is undergoing a period of growth and development with a new vision for local community services linked to our strategic business plan.

This post is funded by the Adapt and Thrive Fund, which was established as part of the Community and Third Sector Recovery Programme to support organisations affected by the coronavirus pandemic.

The purpose of the role is to scope, develop and begin to implement how the Centre can future proof itself by;

• Considering, developing and implementing a range of income generation activities such as, adult education classes/recreational/health & wellbeing activities and events, online and Centre based, to generate income for the charity, which can be invested in our charitable purposes and services. A wide range of tutors will be recruited on an hourly rate or sessional basis. Members of the public will pay to attend activities either online or physically in the Centre.
• Marketing our available office space to charities/not for profits who are searching for office accommodation.
• Reviewing our existing charity shops with a view to make them more accessible to the public and develop proposals to increase their income levels.
• Exploring complementary services to our Caring Soles Service.
• Marketing our services and Community Hub to the wider public.

Volunteering Matters is a national volunteering and social change charity. We use the unique power of volunteering to resolve some of the UK’s most pressing social issues. We have made a public commitment to “Keep the Promise” and we are thrilled to have received funding from The Promise Partnership.

The Promise Partnership is responsible for driving change demanded by the findings of Scotland's Independent Care Review. The review issued its vision for Scotland in February 2020, this was titled ‘The Promise' .

The Partnership works with all kinds of organisations to support shifts in policy, practice, and culture so Scotland can “Keep The Promise” it made to care experienced infants, children, young people, adults and their families - that every child in Scotland grows up loved, safe and respected, able to realise their full potential.

Role Purpose

As our Participation Manager you will lead to deliver organisational change in line with Scotland’s commitment to creating capacity in the ‘care system’ to Keep the Promise and provide holistic family support.

The role involves working across Volunteering Matters and ProjectScotland’s portfolio of programmes across Scotland. Working closely with a wide range of colleagues across our Delivery, Impact, HR and Comms teams, you will ensure that our projects and day-to-day practices align with the work and vision of the Promise and encorporate a rights based approach as now legislated in Scotland through the UNCRC.

You will also support our internal Diversity, Inclusion and Equality network.

You will audit and assess the organisations current delivery and development landscape - evaluating, facilitating, reflecting, and then implementing measures to ensure we live and breathe the values of the Promise. This includes internally within our organisation and externally across the communities we reach.

The Greater Glasgow and Clyde Overdose Response Team (GORT) is a rapid response to near-fatal overdose which provides a short, focused period of support to each person. GORT assertively connects individuals with mainstream alcohol and other drug services (maximum 3 interventions).

This 12-month test of change is delivered in partnership with Simon Community Scotland on an assertive outreach basis across Glasgow’s three localities, Accident & Emergency Departments and city centre.

We address other potential barriers including information and data sharing; prescribing arrangements, and rapid access to mainstream alcohol and other drug services.

We will aim to increase engagement with alcohol and other drug services and provide a template which the Drug Deaths Taskforce could roll out to other areas.

KEY ACCOUNTABILITIES/TASKS:

Service Delivery

• Maintain the continuing relevance of services to individuals’ needs and purchaser requirements by ongoing planning, monitoring and evaluation.
• Where a need or an opportunity is identified, assist in the development of new services
• Maximise stakeholder involvement in service and business planning
• Ensure that equality of opportunity is reflected in all aspects of service delivery

Quality Assurance

• Ensure agreed standards of service delivery in compliance with relevant legislation, National Care Standards and purchaser requirements.
• Develop, promote and monitor quality assurance systems appropriate to the needs of the individual/Service and organisational requirements
• Ensure compliance with the Scottish Social Services Council Code of Practice.
• Ensure that stakeholder processes are managed

Staff Management

• Be responsible for and ensure the appropriate support, supervision and appraisal of staff.
• Develop, monitor and evaluate staff communication and support systems.
• Develop, monitor and implement supervision and appraisal systems for staff.
• Ensure that all Turning Point Scotland policies and procedures are adhered to.
• Recruit, develop and ensure the provision of relevant induction for staff and continuing learning opportunities

Financial Management/Administration

• Ensure that records are kept up-to-date and take account of relevant legislation and individuals requirements.
• Ensure that service records are audited to ensure compliance with organisational requirements
• Maintain the economic viability of the Service by operating within agreed budgetary requirements.
• Record information in line with the organisation’s Confidentiality Policy and the Data Protection Act.
• Monitor, develop and review financial systems that take account of organisational, individual and legislative requirements
• Assist in the development and negotiation of service budgets

Health & Safety and Property Management

• Ensure a healthy and safe environment by implementing and monitoring systems that take account of relevant legislation and organisational policies and procedures.
• Develop and monitor all domestic, maintenance, medication and recording systems in line with organisational policy.
• Monitor, review and ensure implementation of risk assessment and management strategies within the service.

Learning and Development

• Maintain, promote and ensure within the service an awareness of current developments in practice and legislation.
• Participate in relevant internal and external training, identify own, individual and team training and development needs.
• Ensure that staff receive appropriate training to meet individuals and service needs.
• Actively participate in and be committed to the supervision and appraisal processes in line with organisational policy.
• Maintain own recognised and required qualifications.

Communications

• Promote the aims of the Service and Turning Point Scotland.
• Represent Turning Point Scotland at local level and build positive links with all relevant stakeholders.
• Develop and maintain effective communication systems between all stakeholders.

Other Requirements

• Organise your working time to maximise the efficiency of the Service.
• Undertake on-call, overnight, weekend and rota-working as required.
• Undertake any other tasks as may be reasonably requested.
• Undertake registration with the SSSC within the timescale required, where relevant, and maintain this.

This is an exciting opportunity to join the Performance and Quality Team to progress and achieve strategic goals and improve services for victims and witnesses affected by crime. The role of the Service User Participation & Research Officer will work closely with Operations to enhance the victim centred approach for service delivery. This role will assist in the development of systems to measure and evaluate the impact of our services and will also support various initiatives ensuring all victim groups are represented.

VSS aims to encourage service user participation in all areas of our organisation.

You will be responsible for leading on researching how victims and witnesses of crime are identified and supported across Scotland, ensuring that no group affected by crime is marginalised or unrecognised. This will involve you working with others to influence those responsible for criminal justice.
