Under fresh leadership, Deaf Action has created a new department dedicated to delivering enterprising and high-quality community services with the fundamental aim of improving the quality of life for those who are deaf across Scotland.

We are a deaf-led charity working together for an equal and better future for all deaf people since 1835. We have a range of transformative projects and services which support our aim of improving the quality and conditions of life for deaf people in Scotland.

Deaf Action is looking to recruit a creative, dynamic, and committed individual with the ability lead, manage, motivate a team to support the organisation to move upwards in all aspects of the service.

You will have experience of working with deaf people & managing community services and a high standard of interpersonal & communication skills, alongside excellent organisational, planning & networking skills in planning & delivering outcomes.

You will have a commitment to empowering deaf people, while being aware of relevant policies, legislation, and good practice.

The role reports to the Head of Operations.

Key Responsibilities

· To have operational responsibility for the provision of high-quality community projects enabling deaf* people to improve their quality of life by accessing information and services, with the full involvement of service users, their families and friends, volunteers, and the local and deaf* communities.

· To take a lead role in the strategic development of services.

· To ensure that the service meets the identified needs of deaf* service users.

· To be responsible for the recruitment, induction, training and development of staff.

· To actively monitor and develop individual and team performance by ensuring effective supervision and PDRs (Performance, Development and Review)

· To manage departmental finances, information, and other resources effectively and efficiently. (along with Head of Operations)

· To establish and maintain effective communication both within services and between services and other stakeholders.

· To develop and monitor a quality assurance system which ensures that the services meet Deaf Action’s service standards and other relevant standards (e.g. ISO9001:2015 and internal policies and procedures).

· To be responsible for identifying referrals and for managing the referral process in accordance with Deaf Action’s procedures.

· To be available outside normal working hours on an exceptional/rota basis to respond to emergencies.

· Actively source and attend presentations / meetings to promote the organisation and its services or delegate to staff members where appropriate. Attend contract / project meetings and be willing to travel as and when required, this could include evenings and weekends.

· To ensure the welfare of your staff by following Health and Safety policies and procedures and conducting regular staff/department meetings and supervisions

· To abide by and promote the visions and values of the organisation through the observation and implementation of all company policies e.g. Equal Opportunities, Health & Safety, Child Protection etc.

· To ensure social media and public communications are publicised and kept up to date, to include the website, local press, and public buildings. This extends to newsletters and leaflets of which the Community manager is expected to oversee.

· To work alongside other departmental managers to produce budgets and to ensure existing budgets are met and maximum profit/minimum loss is achieved from your department.

· Identify potential collaborators and partnership opportunities and support relationship management

Additional responsibilities

· To establish and maintain effective working relationships with a range of external stakeholders.

· Ensure service user confidentiality and compliance with Deaf Action’s Policies and Procedures and current GDPR legislation in all areas of work.

· Monitor the policy environment and contribute to the systems change agenda

Person Specification (Essential):

· Ability to communicate in British Sign Language to the standard of SQA’s Level 3 or equivalent to Native BSL users.

· Ability to communicate with hearing/hard of hearing people efficiently.

· Ability to undertake and participate in consultation effectively.

· A good track record of successfully developing and supervising projects.

· Of building relationships and maintaining effective links with stakeholders.

· To supervise staff in developing responsive outcomes-focussed for service users.

  • Awareness of equal opportunities, policies and practice surrounding community services.
  • To demonstrate use of initiative in work with service users to enable them to achieve identified objectives.
  • To work co-operatively and flexibly as part of a small team by attending meetings, liaising and sharing information, etc.
  • Willingness to develop as part of the role by participating in required trainings.
  • To implement PDR (Performance, development and Review) processes.

Person Specification (Desirable):

· Experience of working in the charitable sector in Scotland;

· Knowledge or awareness of deaf issues and culture;

· Experience in recruiting, induction and supervision

· Full, clean driving license.
