Role
Universities Scotland is the representative organisation for Scotland’s 19 higher education institutions (HEIs). We are highly influential in ensuring that politicians, government and its agencies make decisions that promote higher education and its contribution to our economy, culture and society.
Working with the leaders of Scotland’s HEIs, we are a team of 15 staff. We aim to be a confident, creative organisation, with an emphasis on learning and integrity. In developing evidence-based policy proposals and the promotion of our messages, we aim to achieve a positive and significant impact for our members.
We have a vacancy in our team for a Senior Policy Officer. As the successful applicant, you will work in an exciting role at the heart of higher education policy and across multiple areas of expertise, with a particular initial focus on widening access, learning and teaching. You will work with colleagues across our team of 15 on a range of policy issues. You will also have the adaptability to support other areas of Universities Scotland’s policy portfolio as required.

This is an exciting opportunity for someone seeking to develop their current skills in communications and engagement to join the multidisciplinary Communications and Engagement team working at the heart of CELCIS, the Centre for Excellence for Children’s Care and Protection.
Our team works together to use communication and engagement techniques to tell the story of what support, services, work, and investment is needed for children and young people in need of care and protection, their families, carers, and for the workforces who support them, and what it takes to change practice.
Supporting the team, you’ll work across our channels and outputs and maintain processes to help us share information, learning and knowledge that are all contributing to what we understand can improve the lives of children and young people.
As the first point of contact for our communications enquiries from colleagues and external stakeholders, you’ll require enthusiasm, and an ability to grow and maintain positive working relationships within and out with CELCIS.
While the role would suit someone with in interest in understanding the policy landscape in Scotland, and developments concerning the needs and rights of children, this role provides the opportunity to build this knowledge.
You’ll be enthusiastic, creative, and a highly organised and motivated member of our team with the ability to work across a number of tasks and projects at any one time. Attention to detail is essential in this role and the postholder will need to have the ability to understand and use design packages, and technological platforms and tools such as website Content Management Systems (CMS) systems to collate, analyse and present information and to create some content.
As with all posts in the team, the post is initially funded to March 2025, with indicative funding for a further two years.

What Is the Role?
Our vision for VSS is a truly person-centred organisation that meets the needs of all victims and witnesses and uses its evidence and insight to influence stakeholders to develop and deliver best practice in supporting victims and witnesses of crime across the justice system. This role is critical to that vision, leading the organisation’s work in policy development, communications, research and evidence, stakeholder engagement and fundraising.
As a member of the Executive Leadership Team (ELT) and reporting into the Chief Executive Officer you will lead on building our strategy, communications, policy, research, evaluation, and impact function, ensuring our work is informed by evidence, data and insights.
You will provide professional and people leadership, giving direction and support to all staff within your areas of responsibility. As a leader within the Corporate Leadership Team (CLT), you have a wider leadership responsibility to engage with, and support positively, all organisational initiatives.
Working with the Chief Executive and Executive Leadership Team, you will work on strategic and operational issues facing Victim Support Scotland, providing key direction and expertise for the organisation. You will deputise for the CEO as and when required.
You will develop and implement a sector leading external-facing corporate communications and public affairs strategy, building influential and impactful relationships with government, funding agencies and other charity and media partners
You will have responsibility for leading the management of strategic reviews, planning processes and impact analysis.
We are looking for someone with a proven track record of leading high performing teams and an ability to translate strategy into delivery.
