Role
We are recruiting a Senior Evaluation Consultant to join our team at Matter of Focus.
The main work will be with and for our clients, who are public service organisations across the public and voluntary sectors, and research centres, that undertake a mix of service delivery, policy or practice influencing, systems change, partnerships, supporting engagement of people with lived experience. You will work across multiple clients and projects on different sizes and scales.
We believe that evaluation is best when it is used for learning, improvement, reflection, and storytelling. Our approach builds on logic models or theories of change as tools for planning, organising, and reflecting on data. We want our clients to have the evidence they need to deliver as best they can for people and communities.
Matter of Focus was set up in 2017 by Ailsa Cook and Sarah Morton and is a consultancy and tech company. We are a B Corporation, on a mission to help organisations use data and evidence to improve outcomes for people and communities.
We work with organisations to:
• help them understand and work meaningfully with the outcomes or impacts that matter to them
• support them to use data and evidence effectively
• use our tools and techniques to track change.
You will be following our well-developed processes and practices, and you will bring strong organisational skills, an attitude of encouragement and respect to help a wide range of people succeed and enjoy this complex work, and a ‘can do’ attitude to helping the whole team.
We are looking for someone with experience of evaluation, working with or within the public and or voluntary sectors, and are particularly keen to hear from people with experience working in the children and families sector or supporting engagement of people with lived experience

About the Role:

We are recruiting for a Locality Manager to lead our service provision across the city of Edinburgh and the East.
In Edinburgh this is directly managing Our Visiting Home Service in the Northwest and Southwest of the city as well as overseeing the management of three supported accommodation programmes in the Broomhouse and Pilton areas. The Locality Manager will directly line manager a Service Manager in the city.

Main duties and responsibilities include:
- Directly manage delivery of the Edinburgh and East service and be service located in the city(potentially from Leith in the first instance)

- Ensure robust person-centred planning is at the heart of delivery with maintained and accurate support plans recording SMART outcomes.

- Work in partnership with Right There colleagues; promote clear and singular communication
- Embrace a positive working culture working collaboratively, promoting inclusiveness, cooperation, trust and open exchange of ideas to fulfil Right There’s strategic aims supporting line managers and delivery staff to do likewise.
- Accountable for service specific data collection, analysis and regular agreed reporting
- Deliver on service performance, using KPI data to support decision making and planning for current programmes.
- Responsible for upholding the Scottish Social Services Council (SSSC) Codes of Practice and Health and Social Care Standards within your programme.
- Lead the Edinburgh and East services in partnership with key commissioners involved in service review and reporting.
- Take the lead in service delivery matters as they apply to the Care Inspectorate, building positive working relations with respective Inspectorate staff.
- Responsible for compiling and managing the approved annual budgets
- Ensure services operate within financial parameters and targets
What we expect from you

We need you to be qualified to SVQ Level 3 in Social Services and Healthcare (previously Health and Social Care), SCQF Level 7 or HNC in Social Services. We also need you to be qualified in, or willing to work towards SVQ Level 4 Social Services and Healthcare and SVQ Level 4 in Management, or SCQF equivalent.
We’re looking for someone that has experience of managing a service, with the ability to lead and take ownership and accountability for the programmes. We also need you to have knowledge and experience of working to Care Inspectorate standards as well as having experience of building, leading and managing a team.
What you can expect from us
We value our staff as our greatest asset and will provide the following working conditions:
- The post holder will report to the Head of Operations-Services.
- Your normal working hours are an average of 35 per week. These hours are usually worked Monday to Friday, and flexibly between the hours of 8.00am to 6.00pm, with core hours over the period from 10am to 4pm with one-hour unpaid. Variations to these hours must be agreed with your line manager.
- Your usual place of work will be 26 Leith Walk, Edinburgh, EH6 5AA
- Annual leave entitlement of 210 hours holiday (equivalent to 6 weeks) pro rata per year in the first year rising to 280 hours (equivalent to 8 weeks) pro rata per year in the second. This includes public holidays.

You will help Aberlour plan and coordinate further campaigning work around the approach to public sector debt recovery.
You will have knowledge of the current Scottish political systems at a local and national level, particularly relating to social justice, anti-poverty and debt recovery policy areas. You will also have knowledge of key policy areas that impact on children and young people, such as the UNCRC and The Promise. You will have experience of writing policy briefings or papers or addressing informed and influential audiences.
