Children’s Panel Members are trained to take part in children’s hearings and make important decisions with and for infants, children and young people.

We need a committed volunteers across Scotland to take on the role of Area Convener. Area Conveners don’t sit on Children’s Panels, but instead manage the work of volunteers in their local area.

What will you be doing?

You’ll be managing a team of volunteers and developing new ways of working for your area. You’ll be working with local partners, communicating with Panel Members and leading on national improvements at the local level. You will also make sure that the views of young people are heard and acted upon within your area.

Who are we looking for?

You’ll be enthusiastic and committed to securing the rights of children and young people; able to lead and be part of teams; a strong communicator, listening as well as talking. You’ll also be able to demonstrate a strong commitment to and understanding of the ethos, values and principles of the children's hearings system.

Role

Children’s Panel Members are trained to take part in children’s hearings and make important decisions with and for infants, children and young people.

We are looking for a committed and enthusiastic person to take on the volunteer role of Depute Area Convener. Depute Area Conveners play a key role by supporting the local Area Convener in the leadership of local volunteers.

What will you be doing?

Supporting the local Area Convener, you’ll be managing a team of volunteers to recruit, select, quality assure and manage concerns or complaints in your area. You’ll be working with local partners, communicating with Panel Members and leading on and implementing national improvements at the local level. You will also make sure that the views of young people are heard and acted upon within your area.

Who are we looking for?

You’ll be enthusiastic and committed to securing the rights of infants, children and young people and improving their outcomes and experiences; able to lead and be part of a team; a strong communicator. You should also be familiar with working with volunteers and be able to demonstrate a strong commitment to and understanding of the ethos of the children’s hearings system.

Our Practice & Policy team

We now have an exciting opportunity for an enthusiastic individual with relevant experience of the children’s hearing system to lead our practice function. Applying your expert professional knowledge, you will play an integral part in the successful management of the hearings process, by providing excellent practice and legal advice directly to our volunteer Panel Members. Your relevant legal knowledge regarding the children’s hearings system and child protection will be particularly advantageous for this purpose.

As a confident self-starter you will also drive initiatives and work in close partnership with key stakeholders on various national practice improvements and programmes.

Playing an integral and trusted part in the successful management of the hearings process, you and your team will be responsible for providing sound practice advice and guidance to Children’s Hearings Scotland volunteers and staff.

You will be required to travel across Scotland and work on occasion outside CHS’ normal working hours to meet the requirements of the job.

You must be able to lead, drive and deliver high quality support, information and advice within a volunteer centric organisation ensuring a sound understanding of our mission, vision and values and have a real passion for delivering high quality policy and practice.

Our Finance team

We now have an exciting opportunity for an enthusiastic individual with relevant experience of public sector accountancy to join us as a Management Accountant. Applying your expert professional knowledge and experience, you will play an integral part in the successful management of the of our financial processes. We are looking for someone who can provide excellent advice, guidance, and oversight on all aspects of our Finance and Budget management.

As our Management Accountant, you will develop and maintain effective and proactive working relationships between the Finance Team and our operational teams, working with support services colleagues to source and deliver appropriate solutions to meet our business requirements. You will ensure the implementation of our Finance policies and procedures brings consistency of practice, fairness and equality in relation to budget management.

You will review the effectiveness of our administrative financial policies, systems and procedures to ensure continuous improvement and enable our growth as we move forward.

You will be a key player working with our internal and external auditors to provide relevant information and access and brining their recommendations forward.

Day to day, you will manage our capital/asset accounting including appraisal, post appraisal and asset register maintenance, verification, depreciation and disposal of fixed assets. You will support the payroll function and liaise with our pension providers and HM Revenue and Customs as required.

Our Area Support & Improvement team

We now have an exciting opportunity for an enthusiastic individual with relevant experience to work with the Lanarkshire, Dumfries & Galloway Support teams. You will work alongside our Area Support Teams and their local leaders (Area Conveners) providing strategic and operational support, and will play a vital role in ensuring that CHS delivers on The Promise so that we meet the expectations of children, young people and partners, when it comes to providing the best possible hearings experience. Knowledge and experience of using Quality Improvement to drive change for improvement is essential.

Our Area Support and Improvement Partners are responsible for driving improvement and change initiatives locally, and enabling national consistency. These posts are key to building relationships with our partners at a local level, looking for opportunities to implement change that improve hearings for the children and young people attending them, both now and in the future.

Most of the nine Area Support and Improvement Partners are responsible for supporting more than one Area Support Team, and you will be required to travel regularly across your local area, and occasionally across Scotland when it is within government guidance to do so. You will also be supported to work from home.

You will be required to work outside CHS’ normal working hours to meet the requirements of the job.

You will take on responsibility for coordinating the work of a newly established bank of Independent Report Writers, managing the end-to-end process of the independent report writer’s function.

We now have an exciting opportunity for a motivated and child-centred individual with relevant professional and/or lived experience to help support our Panel and AST Members and National Team embrace and embed our new Children’s Rights and Inclusion Strategy.

Applying your combined expert professional knowledge of inclusion and participation with your experience of designing and delivering consultation and engagement activities with people who have lived experience, you will facilitate the integration of the Children’s Rights and Inclusion Strategy across our organisation. It is CHS’ ambition that through the embedding of this strategy, it will change children’s hearings for the better as we work towards Scotland’s ambition of our children growing up loved, safe and protected so that they can realise their full potential.

This post entails working closely with the CHS volunteer community, the national team, including area support and improvement partners and national leads, key stakeholders and directly working with people with lived experience of the children’s hearings system. You will therefore need a sound knowledge base of relevant legislation, the UNCRC, and frameworks such as GIRFEC. You will provide accurate and timely support and advice to all the above so that the aforementioned strategy can be properly embedded with voice at the heart of all we do.

With the experience of translating strategy into operational practice, you will drive change to inform an improved way of working for CHS. One where implementation demonstrates our commitment to The Promise and delivering on the recommendations from the Independent Care Review.

You will receive ongoing coaching and mentoring to support you to play an integral and trusted part in the improved operation of the children’s hearings system as part of a fantastic team. You will also use your influencing and relationship-building skills to embed long-lasting change at a national level, within our Area Support Teams and most importantly, within children’s hearings.

We now have an exciting opportunity for two enthusiastic individuals with relevant administrative and business support experience to join our team. You will be supported by an experienced and established team of administrative professionals who will help guide you through our processes.

You will be an exceptional administrator who proactively enables continuous improvement in all that they do. You’ll excel at offering a positive and friendly approach, using your initiative to seek out opportunities to support your national team colleagues and other key stakeholders in meeting their work challenges and to improve administrative processes. We’re looking for someone who can provide high-quality data and evidence services to inform a wide-range of CHS’s work. Our Data & Evidence Officer will bring strong analytical ability combined with a supportive approach to not only produce and interpret data reports, but enable others to do the same.

You’ll need to have a keen eye for detail and be comfortable using business analytics software to navigate data - though we’ll provide training on our particular systems. Being able to explain complex and nuanced data and evidence in a clear and concise way is very important in this role, as it being able to ‘tell stories’ through data.

Data & Evidence at CHS

Our data and evidence function sits within a small, focussed team at CHS. As a team, we provide a range of services, structures and support to the organisation concentrating on aspects of information, assurance and performance. The need to ensure that the work of CHS as a public body is well-informed, appropriately documented and delivered in a way that is legislatively compliant is forefront for us as we deliver our work and support and advise our colleagues.

CHS is at the start of a significant and exciting journey to improve the data that is available to us and how we use it. This role will deliver on a number of current and developing data and evidence needs to support decision-making, reporting and planning across the organisation.

Producing both regular and ad-hoc reports form part of the role, as well as supporting colleagues – both staff and volunteer – to understand and make use of data. We also work with colleagues to help them identify and specify their data needs and support them to access the right sources of information, whether that is internal or external.

Our Practice & Policy team

We now have an exciting opportunity for an enthusiastic individual with relevant experience of practice and policy to join our team. Applying your expert professional knowledge, you will play an integral part in developing and implementing effective practice information and resources for Panel Members. You will work with our National Training Lead to ensure that training materials are developed and maintained in line with current legislation and the National Convener’s practice advice for Panel Members. Your relevant legal knowledge regarding the children’s hearings system and child protection will be particularly advantageous for this purpose.

As a confident self-starter you will also drive initiatives and work in close partnership with key stakeholders on various national practice improvements and programmes. You will take on responsibility for coordinating the work of a newly established bank of Independent Report Writers, managing the end-to-end process of the independent report writer’s function.

Playing an integral and trusted part in the successful management of the hearings process, you and your team will be responsible for providing sound practice advice and guidance to Children’s Hearings Scotland volunteers and staff.

You will be required to travel across Scotland and work on occasion outside CHS’ normal working hours to meet the requirements of the job.

Who are we looking for and why work at Children’s Hearings Scotland (CHS)?

At CHS we recruit, train and support empathetic and committed volunteers across Scotland. Our volunteer roles are Panel Members and Area Support Team (AST) members.

Our 2,500 volunteer Panel Members take part in children’s hearings in their local areas, making decisions with and for infants, children and young people. Our organisation also supports a network of 22 Area Support Teams made up of 400 volunteers who support Panel Members in their local communities. This role provides a great opportunity to help vulnerable children and young people and their families and also to support our volunteer community by enhancing practice.

We are looking for someone with a proven track record in handling feedback and complaints. You’ll be the first point of contact, either by e-mail, web form or telephone. You’ll have great interpersonal skills, be an excellent communicator and be able to multi-task and prioritise effectively.

You will need to capture the detail of the complaint accurately, establish what outcomes are required and work with our volunteer community and other partners to establish the facts so that you can respond to the complaint appropriately within the timelines required.

You’ll need a good understanding of public sector complaints and the requirements of the Scottish Public Services Ombudsman’s model complaints handling procedure.

Supporting the Complaints Management Officer you will be involved with several exciting projects we are working on, including the development of a more child friendly complaints policy and an improved feedback loop.

You’ll also need a good eye for detail, be comfortable using complaints management systems and be familiar with Office 365 products, including Teams, and be able to produce reports in relation to complaints and have the confidence and skills to engage with our partners and senior leaders.

Feedback & Complaints at CHS

We are keen to enhance or feedback channels and our primary aim is to resolve most of our complaints at the frontline, without the need for formal investigation. As Complaints Officer, you will play a key role in improving processes relating to feedback and complaints management. As well as handling complaints in line with SPSO guidelines we also have a pastoral responsibility for our volunteer community so it’s important to understand what that means and get the balance just right.

You will have the opportunity to get involved in other projects which will enhance our insight and awareness of the experience of children and young people in hearings as well as from other partners.

Complaints sits within the practice and policy team at CHS and that provides the perfect route for us to take the learning from complaints and feedback and translate that in to practical guidance for our volunteers.

Key Responsibilities

  • Manage our capital/asset accounting including appraisal, post appraisal and asset register maintenance, verification, depreciation and disposal of fixed assets.

• To manage the community chromebook external supplier contract responsible for the Chromebook deployment, re-deployment and warranty service.

• Ensure CHS is offering excellent frontline customer service support to the CHS volunteer community that is responsive to their needs and helps to grow their digital skills and confidence.

• Ensure issues are triaged effectively and technical issues identified and escalated appropriately and in line with agreed SLAs.

• Coaching and mentoring of the wider CHS Team on support themes to enable knowledge and skills transfer to enable a sustainable internal expertise base for this work ongoing.

• Asset management and hardware strategy for CHS Scots devices (IT and Telephony) including engagement with ITECs for IT and device support issues.

• Ensure all CHS assets issued and the data are secure and protected at the physical and first level of user access ie the physical end user device;

• Ensure anti threat software is deployed across the CHS issued end user devices for anti-virus\spam threats and other software or code based threats;

• Ensure the development and continued support of business continuity and disaster recovery planning for end user devices, this will include contingency testing as necessary;

Our Digital team

Our Digital team comprises currently of Digital Strategy and Delivery Manager, Digital Engagement Analyst, Digital Operations Officer, Digital Frontline Support and Digital Technical Lead . The role of the team is to delivery digital services and development to our National team (~50) and CHS Community (~2500). We want enable the National Team and CHS community to provide positive outcomes for children, infants and young people. The team is passionate about delivering high quality and innovative digital service.

Life at CHS

Our 2,500 volunteer Panel Members take part in children’s hearings in their local areas, making decisions with and for infants, children and young people. Our organisation also supports a network of 22 Area Support Teams made up of 400 volunteers who support Panel Members in their local communities.
