Policy Officer

RCN Scotland HQ Office (Edinburgh), Permanent Contract

The post is 35 hours Full Time Equivalent, with each Job-Share partner rotating so that they work 14 hours one week, 21 hours the next. Days of work are: Tuesdays, Wednesdays and alternate Mondays (some flexibility will be required on Mondays)

Could you help the RCN transform Scottish health and social care policy to improve care?

Working with your Job Share partner, you will have plenty of opportunities to make a difference. One day you might be working with national partners on driving up the quality and safety of health care. The next you could be interviewing members to understand how nursing is helping people maintain independence in their own homes. This job will appeal to any policy professional who enjoys building a robust case for improvement through debate and analysis, and who is committed to working collaboratively.

With the whole Scottish health and social care system facing radical change, there has never been a more dynamic or important time to make a difference to nursing staff and to people using health services. You'll have experience of working collaboratively to influence policy makers and be open to adapting how you do things to make a job share work.

You'll have demonstrated that you can research, write and present persuasive policy and will have a good understanding of the key Scottish issues in health and social care and how the Scottish Government works. You'll be passionate about engaging with experts to develop your understanding and working creatively to engage people in shaping policy. You'll also enjoy focusing on complex analysis of research, statistics and other intelligence.

You'll be comfortable in a fast-paced, changing environment in a team that actively reflects on ways to improve our impact.

Are you an exceptional public affairs professional with proven ability to deliver strategies that shape opinion-formers' thinking? Are you ready to join a dedicated team campaigning on issues of concern to nurses, health care support workers and patients, shaping health and social care policies and promoting excellence in nursing practice?

As our Public Affairs Officer, you'll use your knowledge, experience and creative thinking to influence parliamentarians, policy makers and the public on behalf of our members and raise the profile of the Royal College of Nursing.

Proactive and collaborative in your approach, you will have regular contact with MSP's and parliamentary researchers, working to build positive relationships and helping to focus attention on the issues that matter to nursing teams.

Using your extensive communication skills you will develop and deliver multi-media campaigns to raise awareness of these issues and engage our members, stakeholders, the media and the public, ensuring the voice of nursing is included in coverage of health and social care issues.

You will be part of the team providing out of hours media cover and some evening work/travel may also be required.

We're looking for a public affairs and media specialist who understands how to influence decision-makers and the public. For this role you will have a high level of political awareness, experience of Scottish Parliament processes and procedures and be able to provide tactical insight into how parliament operates and the opportunities and risks this presents.

Working well under pressure, you will understand Scotland's news agenda and be able to demonstrate success in working with traditional and social media.

Educated to degree level (or equivalent), a great team player and highly skilled communicator, you should be able to demonstrate the ability to build productive working relationships and write persuasively for a variety of audiences.

Knowledge of the health and social care sector in Scotland and the challenges that affect our members would be beneficial.
